Lagos inaugurates team to tackle tech-driven abuse

Lagos State has inaugurated a Technical Working Group to prevent and respond to technology-facilitated sexual and gender-based violence, strengthening coordination between government agencies, civil society and law enforcement.

The group, constituted by the Lagos State Domestic and Sexual Violence Agency, was officially launched on Wednesday in Lagos, alongside the unveiling of the state’s policy framework for addressing TF-SGBV.

The framework is designed to guide strategic interventions and foster collaboration among stakeholders to curb the rising wave of digital harms enabled through technology and social media.

The event was attended by notable figures, including the First Lady of Lagos State, Dr Ibijoke Sanwo-Olu, underscoring the state government’s commitment to tackling digital sexual abuse and protecting vulnerable populations.

Speaking at the event, the First Lady described the unveiling of the policy framework as a bold and timely move by the state government to safeguard human dignity across both physical and digital spaces, ensuring that no one is left vulnerable to online predators or digital violators.

She noted that the framework would serve as a blueprint for building a Lagos where online spaces are safe, digital tools are used responsibly, and perpetrators—whether operating behind screens or on the streets—are held accountable.

She called on members of the Technical Working Group to approach implementation with passion, urgency and steadfast commitment.

“The success of this policy depends greatly on your commitment to translating the framework into tangible results that improve lives, strengthen institutions, and ensure justice,” she said.

Chairman of the National Youth Council of Nigeria, Lagos State Chapter, Mr Ibrahim Adigun, confirmed to the News Agency of Nigeria that he had been inaugurated as Vice Chairman of the team, serving alongside other members.

They include Mrs Temitope Ogundipe, Executive Director, Techsocietal (Chairman); DSP Michael Levinus, OC Cybercrime, Nigerian Police Force (Co-Chair); and Mrs Yetunde Odekunle, Head, Legal, DSVA (Secretary).

Adigun said the team would work with members drawn from law enforcement, academia, civil society organisations and other critical stakeholders to develop and implement proactive strategies against TF-SGBV.

The Executive Secretary of DSVA, Mrs Titilola Vivour-Adeniyi, said the new policy framework would ensure coordinated interventions and enhance the state’s capacity to respond effectively to cases of technology-driven abuse.
