
PAP sends 34 postgraduate scholars to UK varsities
The Presidential Amnesty Programme (PAP) has deployed an additional 34 foreign postgraduate scholarship beneficiaries to various universities in the United Kingdom for the 2025–2026 academic session.
The scholars will pursue programmes in data science, fintech analytics, cybersecurity, international energy law and policy, construction project management, public health, agri-food technology, and electrical and petroleum engineering, among other disciplines.
PAP also disclosed that more beneficiaries would be sent to the UK universities within the current academic year.
In December 2025, nine students from the first batch of offshore postgraduate scholars deployed under the current PAP Administrator, Dr Dennis Otuaro, graduated from their respective programmes in UK universities.
Since assuming office in March 2024, Otuaro has overseen the deployment of over 9,000 students to universities within and outside Nigeria for industry-relevant courses.
Speaking at a pre-departure orientation programme held on Thursday at the PAP headquarters in Abuja, Otuaro said the large-scale scholarship deployment was designed to transform the Niger Delta into a knowledge-driven region.
He explained that the programme had been reinvigorated through reforms aligned with the mandate of President Bola Tinubu aimed at improving service delivery and human capital development.
According to him, the objective of the scholarship scheme is to build critical manpower capable of driving development in the Niger Delta and contributing meaningfully to national growth after graduation.
Represented at the event by his Technical Assistant, Mr Edgar Biu, Otuaro urged the scholars to remain focused, study hard and strive for academic excellence.
He reminded them of their responsibility to justify the federal government’s investment in their education and cautioned against taking the opportunity for granted.
Otuaro expressed appreciation to President Tinubu for approving an upward review of PAP’s budget from N65 billion to N150 billion, as well as to the National Security Adviser, Mallam Nuhu Ribadu, for his guidance.
He further advised the scholars to obey the laws of their host country and institutional regulations, stressing that they are ambassadors of Nigeria and the Niger Delta.
