
Kano bans Hisbah faction, calls group illegal

The Kano State Government has issued an Executive Order banning a group known as ‘Independent Hisbah Fisabilillahi,’ describing it as illegal and potentially dangerous.
The Commissioner for Information and Internal Affairs, Ibrahim Abdullahi-Waiyya, confirmed the order on Friday, stating that it was signed by Governor Abba Kabir-Yusuf under his constitutional powers to maintain public peace and enforce state laws, in line with Section 5(2) of the constitution.
According to Abdullahi-Waiyya, the Kano State Hisbah Board Law recognises only the official Hisbah Board as the authorised body to coordinate Hisbah activities.
“The government is concerned that some individuals are mobilising persons under the name ‘Independent Hisbah Fisabilillahi’ without lawful authority,” he said.
He noted that the executive order declares such mobilisation illegal and warned that a parallel Hisbah structure could undermine the established board.
The order prohibits anyone from recruiting, assembling, or training people to operate any unauthorised Hisbah or similar enforcement outfit.
“The formation or promotion of any group named ‘Independent Hisbah Fisabilillahi,’ or similar, is unlawful and void,” Abdullahi-Waiyya added, stressing that only the official Hisbah Board is authorised to carry out Hisbah duties and that impersonation of its authority or symbols is prohibited.
The commissioner said the governor has directed all security agencies to investigate the organisers and sponsors of the group and to immediately halt their activities.
The order also cautions that joining or supporting the group constitutes a breach of state laws.
“Anyone recruited or approached by the group should disengage immediately and report to security agencies or the nearest Hisbah office,” he said.
Violators of the order may face prosecution for unlawful assembly, impersonation, and forming an unauthorised enforcement outfit.
Abdullahi-Waiyya noted, “This order takes immediate effect and will be gazetted by the Kano State Government Printer.”
