Katsina Begins Paperless Governance with MDAs

The Katsina State Government has commenced the rollout of the paperless governance across Ministries, Departments and Agencies (MDAs) to digitalise public service delivery in the state.

The e-governance, which begins with permanent secretaries and key directors of the MDAs in the first phase, underscores Governor Dikko Umaru Radda-led government commitment to modernising public service and strengthening data sovereignty.

Unveiling the e-governance system in Katsina, Radda said the initiative will eliminate bureaucratic bottlenecks by streamlining approvals and speeding inter-agency communication among the staff.

He noted that the paperless governance will also enhance the security of sensitive government documents through encrypted digital storage and accelerate decision-making across the MDAs.

He further stressed that the programme will significantly cut costs associated with printing, storage and distribution of physical files, while enhancing transparency and accountability in public service delivery.

Radda said: “This system will speed up memo processing, reduce delays, minimise file movement, cut printing costs, secure confidential documents, allow remote approvals beyond office hours and improve productivity across all MDAs.”

Noting that the programme was designed to build a government that is smart, responsive and globally competitive, Radda said the reform will soon be extended to all civil servants in the state.

“This first phase is only the beginning. In the coming months, we will scale this training across the entire workforce. Our aim is to build a public administration that is efficient, transparent, environmentally responsible and future-ready,” he added.

He further explained that the state government will construct a data hub in 2026 that guarantees reliability, data sovereignty and efficient e-governance services for all the MDAs in the state.

Earlier, the Head of Civil Service, Falalu Bawale, said the home-grown platform will speed up work through official email accounts, digital signatures, smart file handling, inter-agency communication and performance tracking.
