
Soludo seeks 2025 budget adjustment approval from Anambra assembly

Anambra State Governor, Chukwuma Soludo, has written to the state House of Assembly seeking approval for a virement in the 2025 budget.
The request was conveyed in a letter read during Thursday’s plenary by the Speaker, Somtochukwu Udeze. The governor is seeking authorisation for adjustments to capital and recurrent expenditures as well as capital receipts in the already approved 2025 fiscal plan.
Although the full details of the proposed adjustments were not made public, the letter explained that the virement was necessitated by emerging priorities, limited resources and prevailing economic challenges.
Soludo said the state government was taking decisive steps to address pressing needs across Anambra and ensure maximum value and impact for residents.
“In light of the foregoing, it would be greatly appreciated if the draft virement for the 2025 Appropriation Bill is placed before the House at the earliest time for consideration and passage into law,” the governor wrote.
He added that the adjustments were aimed at delivering improved service outcomes across the state.
Responding, the Speaker referred the letter to the House Committee on Finance and Appropriation, directing it to report back next week. The House thereafter adjourned plenary to Tuesday, December 11, 2025.
On November 25, Punch Online reported that Governor Soludo presented a N757 billion budget proposal for 2026 to the Assembly for consideration. Tagged “Changing Gears 3.0: Solution Continues,” the proposal includes N595.3 billion for capital expenditure—79 per cent of the total—and N161.6 billion for recurrent expenditure.
Soludo said the 2026 budget framework reflected his administration’s intensified focus on delivery, noting that the 2025 budget achieved over 60 per cent performance despite being an election year.
He added that the proposed budget has a deficit of N225.7 billion, expected to be financed through hybrid funding options, public–private partnerships, improved internally generated revenue, concessions and support from financial institutions.
“I want to assure you that every kobo will be prudently utilised to maximise value for the people of Anambra,” he said.
