Appointment of ambassadorial nominees: Balancing politics and professionalism in Nigeria’s diplomatic corps
The appointment of ambassadorial nominees is a critical aspect of a country’s foreign policy, requiring a delicate balance between politics and professionalism. In Nigeria, the recent announcement of President Ahmed Bola Tinubu’s nominees has sparked debate on the importance of prioritizing expertise and even integrity in diplomatic appointments. As the world becomes increasingly interconnected, effective diplomacy is crucial for promoting national interests and projecting a positive image abroad.
Diplomacy is a complex and nuanced field, requiring a deep understanding of international relations, politics, and culture. As Ernest Satow noted, diplomacy is indeed a “highly intelligent task”. Nigeria’s numerous foreign missions require skilled diplomats to effectively engage with host countries and promote the nation’s image abroad. However, the current practice of prioritizing political considerations over professionalism has raised concerns.
The list of nominees often features individuals with little or no background in diplomacy, despite their educational qualifications. This approach undermines the effectiveness of Nigeria’s diplomatic efforts and compromises the country’s image abroad. In contrast, countries like the United States and the United Kingdom prioritize professionalism and expertise in their diplomatic appointments, ensuring that their ambassadors possess the necessary skills and knowledge to effectively promote national interests.
Analysts suggest that a 70:30 ratio should be adopted, with 70% of ambassadorial positions allocated to career diplomats and 30% to political appointees. This approach recognizes the expertise and experience of career diplomats, who have risen through the ranks and possess a deep understanding of international affairs and diplomacy. Career diplomats are trained professionals with a deep understanding of diplomatic protocol, international law, and the nuances of international relations.
Moreover, there is a need to consider other categories of professionals, such as academics specialising in diplomacy, international politics, and foreign policy analysis. Scholars of diplomatic history, political science, international law, and general historians can bring valuable insights and expertise to the diplomatic corps.
A possible allocation formula could be 50% for career diplomats, 30% for academic professionals, and 20% for politicians and their agents. This approach would ensure that Nigeria’s diplomatic efforts are informed by a combination of experience, expertise, and academic rigour. By prioritising professionalism and expertise, Nigeria can project a positive image abroad and effectively promote its national interests.
The implications of this approach are far-reaching. A professional diplomatic corps can effectively navigate the complexities of international relations, promote Nigeria’s interests and address global challenges like terrorism, climate change, and economic inequality. Moreover, a balanced approach to ambassadorial appointments can enhance Nigeria’s reputation as a responsible global citizen, attracting foreign investment and promoting economic growth.
Ultimately, the key to redeeming Nigeria’s image and regaining its position among the comity of nations lies in addressing internal challenges, such as security concerns and improving standards of living. By adopting a balanced approach to ambassadorial appointments, Nigeria can project a positive image abroad and effectively promote its national interests.
