Six Exceptional Nigerian Professionals Confirmed for IPSM Doctoral Fellow Award, UK

The Doctoral Fellow Committee of the Institute of Public Sector Management (IPSM), United Kingdom, has confirmed the admission of six distinguished Nigerian professionals into its Doctoral Fellow Award. This award represents the highest level of professional recognition conferred by the Institute, certifying recipients as Certified Public Sector Professionals. The conferment ceremony for all six awardees is scheduled for December 6, 2025, in London.

Dr. Kunemofa Asu, the Director of Finance and Supply at the Niger Delta Development Commission (NDDC), is set to receive the IPSM Doctoral Fellow award on December 6, 2025, in London. This honor recognizes her more than two decades of leadership excellence and substantial contributions to financial administration and public sector management. Dr. Asu is a highly regarded professional, holding Fellowships with both the Association of National Accountants of Nigeria (ANAN) and the Institute of Strategic Management, Nigeria (ISMN).

Demonstrating a commitment to global best practices, she has consistently attended the International Symposium on Economic Crime at the University of Cambridge, UK. Academically, she holds an MBA and a B.Sc. in Accountancy, and has completed executive programs at Harvard University and the Metropolitan School of Business and Management (MSBM), UK. Dr. Asu, a committed philanthropist, is currently completing her Ph.D. in Disaster & Risk Management.

Dr. Isaac O. Kendabie, a distinguished security expert, business leader, and philanthropist, will be conferred with the IPSM Doctoral Fellow on December 6, 2025. He is recognized as a foremost authority in Cybersecurity and Economic Crime Consulting, serving as a Security Consultant to the NDDC and a Consultant to the Nigerian Police, Rivers State Command.

Dr. Kendabie is a Certified Cybersecurity Consultant and a Certified Economic Crime Professional. As a prolific entrepreneur, he is the Chairman and CEO of several successful ventures, including Kensther Global Services Ltd and Platinum Blue Solutions (UK). His dedication to global security best practices is underscored by his active membership in the International Association of Chiefs of Police (IACP) in the US and his consistent attendance at the International Symposium on Economic Crime at the University of Cambridge since 2014. He is a multiple award recipient from the Nigerian Police Force.

Dr. Segun Olawore, a distinguished professional whose career spans Mechanical Engineering and nearly two decades in the banking sector, will receive the IPSM Doctoral Fellow Award, the Institute’s highest professional recognition. The award specifically acknowledges the invaluable insights gained from his seasoned banking experience at Union Bank Plc , highlighting the importance of integrating robust private sector financial acumen into public service excellence.

His expertise is in Credit Management, Risk Assessment, and Corporate Relationship Management. Dr. Olawore holds a degree in Mechanical Engineering from LAUTECH. He is a highly sought-after Consultant and maintains professional membership in both the Institute of Chartered Economists of Nigeria (ICEN) and the Chartered Institute of Bankers of Nigeria (CIBN).

Dr. Inemesit A. Gilbert, an accomplished entrepreneur and the Founder of True-Blue Energy Services Limited, is confirmed for the IPSM Doctoral Fellow Award, the highest professional recognition. The honor acknowledges his leadership excellence and significant contributions to public sector management, particularly through capacity development in the energy sector.

Since establishing True-Blue in 2005, his firm has become a foremost provider of training and competency assessment and holds major maintenance contracts with industry leaders, including ExxonMobil and Nigeria LNG. Dr. Gilbert, who holds a B.Sc. in Physics/Material Science , has significantly enhanced his professional expertise by completing multiple Executive Education programs at Harvard, including the Senior Executive Fellows. He previously spent seven years as a Project Coordinator in the Oil & Gas servicing industry.

High Chief (Dr.) Hon. Mike Ebi Ayapaye, a prominent Nigerian businessman, philanthropist, and political figure from Delta State, is set to receive the IPSM Doctoral Fellow Award. This honor recognizes his leadership excellence and contributions to public sector management. He is the Founder and CEO of Mike Spring Group, a growing logistics and supply chain company.

High Chief Ayapaye is noted for his significant contributions as a Philanthropist and his dedication to creating economic growth and empowerment within his community. A respected figure from Esama Community, Delta State, he also serves as a Political Activist, holding key positions like Director-General for campaigns (e.g., “Creek to Creek Campaign”). He is widely celebrated as a transformational leader inspiring progress in the Niger Delta region.

Dr. Nwaku Chigozie Ernest (Nnanyelugo), the visionary CEO and Managing Director of Nersten Services Ltd, Nigeria, and Nersten Services SARL (Togo), is set to receive the IPSM Doctoral Fellow on December 6, 2025.

Celebrated as a visionary, philanthropist, and finance expert , the award recognizes his leadership excellence and contributions to public sector management. Dr. Nwaku is the ingenious mind behind a highly successful Marine/Oil and Gas company that provides critical safety services, inspections, and certification. He is an industry expert, recognized by classification societies and flag states for his specialization in Life Saving Appliances (LSA), Fire Fighting Appliances (FFA), and Thickness Measurement. Dr. Nwaku is a certified safety professional and holds a Bachelor of Science degree in Accountancy from the Rivers State University of Science and Technology.
