Abiodun presents N1.67tn 2026 Appropriation Bill to Ogun assembly

Ogun State Governor, Dapo Abiodun, on Wednesday presented a total sum of N1,668,997,993,125.44 to the state assembly for approval as the 2026 budget proposal.

Speaking at the assembly complex in Abeokuta, Abiodun said the revenue composition of the 2026 Appropriation Bill, titled the “Budget of Sustainable Legacy,” includes an estimated N250bn from internal revenue and N259.88bn from other Ministries, Departments, and Agencies (MDAs), totalling N509.88bn in internally generated revenue.

He added that funding from the Federal Government, including statutory allocations, Value Added Tax, and other shared revenues, is projected at N554.81bn, while capital receipts are estimated at N518.90bn, comprising internal and external loans as well as grants.

“The 2026 Appropriation Bill, our seventh budget, reflects a deliberate commitment to preserving, deepening, and expanding the transformative foundations already laid over the years.

“It is a financial plan anchored on continuity, consolidation, and long-term impact, ensuring that the progress achieved evolves into lasting benefits for current and future generations,” Abiodun said.

A total expenditure of N1.669tn is proposed for the 2026 fiscal year, representing a 63 per cent growth over the 2025 budget. The proposed expenditure comprises N624.76bn (37 per cent) as recurrent expenditure and N1.044tn (63 per cent) as capital expenditure.

Personnel costs are pegged at N167.92bn, consolidated revenue charges at N65.80bn, public debt charges at N99.98bn, and overhead costs at N291.06bn.

Sectoral allocations show that infrastructure will receive N526.15bn (32 per cent), followed by education with N275.40bn  (17 per cent), and health at N210.59bn (13 per cent).

Key capital projects include the construction of approximately 450km of urban and rural roads, rehabilitation of classrooms and technical workshops, a 2,500-seat state banquet hall, upgrades to the Governor’s Lodge in Abuja and Government House in Abeokuta, and development of the Olokola Deep Sea Port.

The budget also envisions a dairy farm, the world’s largest cotton factory employing over 250,000 people, and the Gateway Afrobeat Drum Festival to showcase the state’s cultural heritage and stimulate tourism.

Abiodun highlighted ongoing projects from the 2025 budget, noting that over 1,500km of roads had been constructed, over 70,000 residents had been brought under health insurance, and commercial flights had commenced at the newly completed Gateway International Airport.

He also said the first phase of the proposed 34.1MW power plant project in Onijanganjangan, intended to provide an uninterrupted power supply, was nearing completion.

“Mr Speaker and honourable members, as we look to 2026, I am confident that, with divine guidance and our collective resolve, Ogun State will continue to chart a path of sustainable growth and shared prosperity,” the governor stated.

The Speaker, Oludaisi Elemide, commended the governor for improving the Assembly complex and highlighted the House’s legislative achievements, including hosting educational competitions and passing 11 of 19 bills considered.

He stressed the need for a special court to handle anti-land-grabbing cases and reiterated calls for financial autonomy for the legislature.

Elemide also requested additional staffing, upward review of salaries, and timely submission of budget proposals by heads of MDAs ahead of the 2026 budget defence sessions.
