The Economic Community of West African States (ECOWAS) Commission has appointed a Nigerian national, Habibu Bappah, as its new Commissioner for Internal Services.
Bappah was formally sworn in by Ricardo Gonçalves, President of the ECOWAS Court of Justice, during the closing ceremony of the 95th Ordinary Session of the ECOWAS Council of Ministers on Friday in Abuja, Nigeria.
His appointment comes at a critical time as the ECOWAS Commission intensifies internal reforms aimed at improving administrative performance, accountability and service delivery across its institutions, in line with the organisation’s long-term development framework, ECOWAS Vision 2050.
With more than two decades of professional experience, Bappah brings an understanding of the Commission’s inner workings to his new role.
Notably, he has spent over nine years in continuous service at the executive core of the ECOWAS Commission’s leadership, positioning him as a seasoned insider with extensive institutional memory.
Prior to his appointment, Bappah served as Special Adviser to the President of the ECOWAS Commission on Economic and Financial Integration and Partnerships, where he played a strategic role in advancing regional integration initiatives and strengthening partnerships with development stakeholders.
He has also previously worked as Executive Assistant to Commissioners overseeing key portfolios, including Finance and Political Affairs, Peace and Security.

These roles placed him at the centre of the Commission’s administrative, procedural, policy and financial operations, providing him with hands-on experience across multiple departments critical to ECOWAS’ mandate.
As Commissioner for Internal Services, Bappah will be responsible for overseeing the Commission’s internal administrative systems, including human resources, logistics and institutional support functions, which are essential to the effective implementation of ECOWAS programmes and policies.
